That's not quite what I meant. I'm more worried about a publically-expressed idea that the space program is too important to be left in the hands of civilians, intellectuals, and Congress, combined with a private realization that a fairly open civilian space program makes it harder to cover things up, hide blame, and conceal where the money is really going.
