The house we were renting the year before buying this one had a similar arrangement; the backyard neighbor's gas line ran through our basement. Took me a while to figure it out, "OK, this is a gas line, but it doesn't go through the meter... and it goes right out the back?" We had gas heat too, so it wasn't quite as odd.
