The system of Moscow is a ring one (have you ever been to Moscow?) and there are lotsa traffic jams because of it. Imagine when you need to get to the south east from the north west it is shorter to pass through the center, but it is no longer shorter since evrybody think it is so! As for the prices: in the center it is very high, like 3-7 thousand US $ per month(what about Boston?) at the perifery it is like 300-400 US$/month.
